Painter Frank Desch was born in 1873 in Philadelphia, Pennsylvania. He lived in Provincetown, Massachusetts and later in New York City. He studied under William Merritt Chase and Charles Hawthorne; and Biloul in Paris. Desch was a member of the Allied Artists of America, Pennsylvania Academy of Fine Art, Salmagundi Club, and the Provincetown Art Association.

This rare watercolor was included in Cindy Nickerson's  1999 landmark exhibition, A Century of Impressionism on Cape Cod and was also featured on the back cover of the accompanying Cape Cod Museum of Fine Art's catalogue. The show also traveled to the St. Botolph Club in Boston.
